1. General Provisions
This document -- the "Content Moderation and Acceptable Use Policy" (the "Policy") -- defines the categories of content and practices prohibited in the Neiron AI Service, as well as the moderation methods and enforcement measures applied to violations.
The Policy is an integral part of the Terms of Service published at https://neironai.com/offer (the "Terms") and applies to all Service interfaces: the web application at https://neironai.com, the Telegram bot @neiro_rusbot, and any other ways of accessing the Service.
Service Provider: Individual Entrepreneur Alyasova Yulia Vladimirovna, TIN 490900409066, PSRNIP 324774600203021, operating under the Neiron AI brand (the "Service Provider").
The Service provides access to artificial intelligence tools, including text, image, video, and audio generation, as well as analysis of uploaded files. "User content" means requests (prompts), materials uploaded by the User, and generation outputs.
Generated content is available only to the User within their account. The Service does not publish user content publicly and does not grant other users access to it.
Using the Service means accepting this Policy together with the Terms.
2. Age Restrictions
The Service is intended for persons over the age of 18. Registration and use of the Service by persons under 18 are prohibited.
If an account belonging to a User under 18 is identified, the Service Provider may block such account.
3. Prohibited Content
It is prohibited to submit requests, upload, generate, store, copy, or distribute through the Service any content that:
a) sexualizes minors or contains pornographic materials involving them in any form, including fully generated, fictional, or stylized images and texts;
b) contains calls to terrorist or extremist activity, its justification or propaganda, as well as materials recognized as extremist (Federal Law No. 35-FZ of March 6, 2006 "On Countering Terrorism"; Federal Law No. 114-FZ of July 25, 2002 "On Countering Extremist Activity"; Articles 205.2, 280 of the Criminal Code);
c) contains deliberately false socially significant information whose dissemination is prohibited by the legislation of the Russian Federation, including false information about the Armed Forces of the Russian Federation where its dissemination is prohibited by law;
d) promotes or advertises narcotic drugs, psychotropic substances and their analogues, or contains instructions for their manufacture, acquisition, or use (Articles 228, 228.1, 230 of the Criminal Code; Article 6.13 of the Code of Administrative Offenses of the Russian Federation, the "CAO RF");
e) contains instructions for manufacturing weapons, explosives, or explosive devices, or other content facilitating illegal arms trafficking (Articles 222 -- 224 of the Criminal Code; Federal Law No. 150-FZ of December 13, 1996 "On Weapons");
f) contains scenes of violence or cruelty, including cruelty to animals, dismemberment, or other shock content (Articles 245, 280, 282 of the Criminal Code; Article 5 of Federal Law No. 436-FZ of December 29, 2010 "On Protecting Children from Information Harmful to Their Health and Development", the "436-FZ");
g) is aimed at fraud, phishing, social engineering, creation or distribution of malicious software, unauthorized access to information, or hacking (Articles 159, 159.6, 272 -- 274 of the Criminal Code);
h) contains personal data of third parties without their consent, including doxxing, biometric data, and private life information (Federal Law No. 152-FZ of July 27, 2006 "On Personal Data"; Article 137 of the Criminal Code; Article 13.11 of the CAO RF);
i) contains images, videos, or audio of real people created or altered without their consent, including deepfakes, intimate materials, and other misleading content (Article 152.1 of the Civil Code of the Russian Federation; Articles 128.1, 137 of the Criminal Code);
j) infringes intellectual property rights and means of individualization (Part IV of the Civil Code; Article 146 of the Criminal Code; Article 7.12 of the CAO RF);
k) incites hatred or enmity, or degrades the dignity of a person or group on the grounds of sex, race, nationality, language, origin, or attitude to religion (Article 282 of the Criminal Code);
l) promotes suicide or self-harm, or contains methods of committing suicide and calls to it (Articles 110, 110.1, 110.2 of the Criminal Code; Article 15.1 of the 149-FZ);
m) promotes non-traditional sexual relations and (or) preferences, gender change, or refusal of childbearing (Article 6.21 of the CAO RF; the 149-FZ and 436-FZ as amended);
n) contains pornography, erotica, or other sexual materials in any form -- text, images, video, or audio;
o) advertises or facilitates gambling and lotteries outside the procedure established by law (Federal Law No. 244-FZ of December 29, 2006; Article 171.2 of the Criminal Code);
p) insults the religious feelings of believers, contains propaganda or public display of Nazi symbols, or rehabilitation of Nazism (Articles 148, 354.1 of the Criminal Code; Articles 5.26, 20.3 of the CAO RF);
q) is aimed at political manipulation, including creating synthetic images of real political figures, unlabeled election campaign materials, and mass generation of disinformation;
r) otherwise violates the legislation of the Russian Federation, the rules of payment systems and payment services used to accept payments, or the terms of use of third-party services employed by the Service.
This list is not exhaustive. The Service Provider may qualify as prohibited any other content that violates the law, third-party rights, or creates risks for Users, the Service, or its partners.
References to laws and regulations are provided for information and apply in their current version only to the extent that the relevant provision covers the specific circumstances. This Policy may impose stricter Service-use rules regardless of the legal classification of particular content.
4. Prohibited Practices
In addition to content prohibitions, it is prohibited to:
-- circumvent technical limits and filters of the Service and its providers, including through jailbreaks, prompt injections, and iterative rephrasing aimed at obtaining prohibited content;
-- use automated means to abuse the Service, including mass and automated content generation in violation of this Policy;
-- present generated content as human-created where this misleads third parties, and use the Service to impersonate real persons;
-- create or alter materials imitating official documents, seals, signatures, or other means of verification with the intent to mislead;
-- share account access with third parties, including to circumvent blocks and restrictions;
-- use the Service in any other way that violates the legislation of the Russian Federation.
5. Moderation Methods
Moderation in the Service is carried out through a combination of automated and manual measures:
-- automated restrictions. Requests and generation outputs may be automatically checked by the Service and by third-party AI model providers through which generation is performed. When restrictions are triggered, the Service refuses generation;
-- reactive moderation based on complaints. The Service Provider reviews complaints from Users and third parties about content in accordance with Section 7 of this Policy;
-- review upon suspicion of violation. Where signs of a violation exist, and upon requests from authorized government bodies, the Service Provider may review user content and apply measures under Section 6 of this Policy.
The Service Provider does not guarantee that all violations will be detected. The User is solely responsible for the legality of their requests, uploaded materials, and use of generation outputs (Section 5 of the Terms).
6. Enforcement Measures
In case of violation of this Policy, the Service Provider may apply one or more of the following measures:
-- refuse generation;
-- issue a warning to the User;
-- temporarily restrict access to the Service or to certain of its features;
-- suspend access to the account to stop a violation and, in the cases and manner permitted by applicable law, terminate service and permanently block the account. Suspension or blocking does not limit the User's statutory rights; amounts for services actually provided and for unused services are settled in accordance with applicable law and the Terms;
-- delete prohibited content and the violator's generation history;
-- where signs of a crime exist, report information to law enforcement authorities.
The measure is chosen based on the nature, severity, and recurrence of the violation, as well as the evidence reasonably available to the Service Provider. For gross violations, including clause "a" of Section 3 of this Policy, access to the account is suspended immediately and without prior notice. Other measures may also be applied without prior notice where the nature, severity, and recurrence of the violation, or the reasonably available evidence, justify an immediate response.
7. Complaints and Reports
Complaints about content and other violations of this Policy are accepted:

In your report, please include a description of the violation, the account or dialog identifier, the date and time, and attach screenshots where available.
The Service Provider aims to confirm receipt of a report within 24 hours and to review it within up to 5 business days. These timeframes are targets and may depend on the volume and complexity of the report.
Reports from rights holders and authorized government bodies are also accepted through these channels.
8. Cooperation with Government Authorities
The Service Provider complies with the legislation of the Russian Federation, including the 149-FZ: it restricts access to information prohibited from dissemination upon demand of authorized bodies and provides information in response to lawful requests in accordance with the established procedure.
9. Disclaimers and Liability
Service content is generated by artificial intelligence and may contain errors and inaccuracies. Content does not constitute medical, legal, financial, or any other professional advice and must not be treated as such.
When publishing or sharing generated content with third parties, the User must independently verify it and, where required by law, indicate that the content was created using artificial intelligence.
The Service Provider's liability is limited as set out in Section 5 of the Terms.
10. Changes to this Policy
The Service Provider may amend this Policy unilaterally. The current version is published on this page and takes effect from the date of publication unless otherwise stated in the new version.
Continued use of the Service after a new version is published means the User's acceptance of it. If the User does not agree with the new version, they must stop using the Service.
